The company, Global Energy Resources, says it wants to spend $50 million on a plant that will use heat to convert garbage into electricity, clean-burning fuels and water. The problems are: The technology is untested, the company is not yet a year old, and its former CEO was tangled in legal troubles for a time with the state of California. Charges were later dropped.
